Dimitri Kemoklidze served as a Procurement Director at the Millennium Challenge Account - Georgia since August 2012 and his responsibility included executing the duties of Procurement Agent, organizing, managing and conducting procurement operations for the implementation of the MCA-Georgia Program. He has over 20 years' experience as a professional specializing in project management, trade-related issues and procurement. He currently serves as a Procurement Director at Millennium Foundation.
Prior to joining the MCA-Georgia, Mr. Kemoklidze worked as a senior investment officer at Partnership Fund JSC managing a portfolio of investment projects. In 2010-2012 he was a Project Director at GEPLAC (EU funded Georgian European Policy and Legal Advise Center). Through his various managerial positions held in the Georgian Railway LLC, as a Director of Restructuring and Development Agency and as a Head of the Department for Strategic Projects, Mr. Kemoklidze gained excellent IFI's based procurement management and administration skills. He was a Head of PIU for one of the largest railway projects and was a chief contract negotiator with EBRD and EIB.
Dimitri served as an Audit Committee Member of the Bank of Georgia JSC in 2006-2008, supervising the bank's Internal Audit Department activities.
In 2003-2004, as a board member he was supervising management activities of the United Energy Distribution Company (UEDC), PA Consulting.
Dimitri holds a Master's Degree in Economics from Tbilisi State University, Department of Economics. He has extensive internship experience in Switzerland (WTO headquarters, Geneva). He studied in the United States, as a visiting fellow at the George Mason University, School of Public Policy and in the University of Bradford, Development and Project Planning Center, UK from where he gained a Certificate in Planning, Appraisal and Management of Projects.
Whilst his native language is Georgian, he is also fluent in English and Russian.
